Shipoke is the oldest surviving residential neighborhood in Harrisburg, tucked along the Susquehanna south of downtown below the bridges. Narrow streets, brick rowhouses, river views, and a level of preservation that survived urban renewal by a considerable margin of luck.
It is also the neighborhood with the most complicated relationship to water in the city. Agnes put several feet through these houses in 1972, Lee came through in 2011, and the 1996 ice jam flood is still remembered here. That history shapes how the buildings have been maintained and what owners worry about.
Shipoke's housing is predominantly mid-to-late 1800s brick rowhouses, many restored carefully over the past several decades. Roofs are the familiar Harrisburg hybrid — a modest sloped front section, sometimes slate, with a low-slope rear over the ell.
What makes Shipoke different is the maintenance history. Because of the flood risk, many of these houses have had extensive rehabilitation work, some of it excellent and some of it done fast and cheap during a recovery period. We find both, sometimes on the same roof.
The other factor is the river exposure. There is nothing between these houses and the water, which means wind comes off the Susquehanna without obstruction and hits the west-facing elevations directly.
Roofing does not stop a flood. What roofing does in a flood-exposed neighborhood is make sure that when the river is not the problem, water still is not getting in — because a house that has been through a flood cannot afford the additional insult of a chronic roof leak drying slowly into its framing.
So our priorities in Shipoke are drainage and detail. Gutters sized for the roof area and discharging away from the building. Low-slope rear sections properly pitched and terminated. Flashing at the party walls and at every masonry intersection done in metal rather than sealant, because sealant fails and masonry moves.
We also pay attention to what previous work left behind. Rehabilitation-era repairs frequently used whatever was fastest, and undoing tar-over-slate and aluminum-over-copper is a normal part of a Shipoke job.
